Financial Resources for Community (Feral) Cats – 2026

Financial assistance options for feral/community cat spay and neuter services are listed below. Information will be updated throughout 2026 as municipalities confirm contracts with NNN. Before trapping, you must have a plan for appointments and payment. Availability and requirements vary by municipality.

Feral cats must arrive in a humane adult sized trap. No carriers or dog crates accepted.

NO EXCEPTIONS.

  1. Verify all financial assistance before trapping.

  2. Do not trap cats without confirmed appointments and payment plans.

  3. To use municipal assistance, proof of residency is required.

  4. Admission paperwork must match the address on proof of residency.

  5. Municipal vouchers:

    • Cannot be shared or transferred

    • Are only valid for the issued name/address

    • Must be used at NNN clinics only, unless otherwise stated

HOW MUNICIPAL ASSISTANCE WORKS

Step 1 – Confirm Eligibility
Check if your Borough, City, or Township is listed and understand voucher or co-pay requirements.

Step 2 – Schedule First
Most municipalities require a confirmed NNN appointment before issuing vouchers.

Step 3 – Bring Documentation
Bring proof of residency, vouchers (if applicable), and required co-payment on surgery day.

    Muhlenberg Township - No vouchers

    Spring Township - 1 voucher per household with confirmed cat complaint

    Tilden Township - FREE voucher with NNN appointment; $15 co-pay per cat

  • Making It Pawsible – $10 per feral cat

  • Dunmore Borough & Moosic Borough – Reimbursement up to $50 per feral cat (any clinic)

  • Mill Creek Township - FREE vouchers at police department; loaner traps available

  • Alburtis Borough, Catasauqua Borough, Lower Milford Township, Upper Macungie Township – FREE voucher with NNN appointment

    Upper Saucon Township – No voucher; $15 co-pay per cat

  • Bear Creek Township, Briar Creek Borough, Dallas Borough, Dallas Township, Duryea Borough, Edwardsville Borough, Freeland Borough (NEW), Hazelton City (NEW), Kingston Borough, Laflin Borough, Nescopeck Borough, Newport Township, Pittston City (NEW), Plymouth Borough, Swoyersville Borough, and White Haven Borough (NEW) – FREE voucher with NNN appointment

    Briar Creek Borough, Forty Fort Borough, and Nanticoke City –FREE voucher with NNN appointment; $15 co-pay

  • Monroe Animal League (MAL) provides low-cost vouchers.

    City of Bethlehem: Email ARuch@bethlehem-pa.gov orcall 610-419-2027.  Must have appointments at NNN. Appointment/s are needed to get voucher/s.  If you do not use the voucher for the date issued, the voucher is invalid, and you will need to get another appointment to get another voucher.

SPAYUSA – Large Colony Assistance

SPAYUSA funding is provided by the North Shore Animal League for feral/stray cats only.

NNN offers limited $15 feral cat vouchers (2 per household).
